Director of Engineering & Operations (Posted 12/4/25)
Job Status: Exempt
Location: Kenton, OH
Office hours: 7:30 AM - 4:00 PM
Reports to: President & CEO
Supervises: Engineering & Operations


Job Summary:

The Director of Engineering and Operations will direct the engineering, construction, operations, and maintenance of the Cooperative’s distribution system.  The position is responsible for ensuring modern design of electric distribution facilities that meet the highest standards of safety, capacity, and condition, and which reflect the most efficient utilization of construction and operations methods, techniques, and equipment. 

This position is required to work within the limits approved by Board policies, operating guides and procedures, approved work plans and budgets, and specific delegation from the President & CEO to cultivate a strong safety culture; ensure safe, reliable, and efficient delivery of electric service.

The Director of Engineering and Operations is responsible for meeting members’ expectations for promptness, expertise, and professionalism; and ensuring alignment of the cooperative’s strategic goals and regulatory requirements.
 


Responsibilities:

  • Develop and implement engineering and operations strategies aligned with the Cooperative’s vision and long-term goals.
  • Recommend organizational staffing and structure changes for the department to accomplish approved program goals through the most efficient and effective utilization of available resources.
  • Maintain effective internal and external relationships to enhance information transfer, productivity, and the ability to motivate positive behavior from others.
  • Collaborate with the President & CEO and Human Resources to administer an employee development program for everyone in the department to maintain a highly competent, motivated, and effective work force.
  • Manage engineering studies, system modeling, and the integration of innovative technologies (such as Advanced Metering Infrastructure (AMI) and Supervisory Control And Data Acquisition (SCADA) systems).
  • Oversee the right-of-way acquisitions and maintenance programs.
  • Direct the operations staff in the efficient construction and maintenance of the Cooperative’s distribution system.
  • Monitor the system’s performance and execute upgrades to improve reliability and efficiency.
  • Lead Cooperative capital projects through their entirety, including budgeting, scheduling, and implementation.
  • Collaborate with the Director of Finance and Administration on the department’s annual budget and work plan.
  • Manage personnel within the department, including employee evaluations and the associated record keeping, serving as a mentor, and directing the daily activities.
  • Perform onsite crew observations, including occasional after-hours observations.
  • Manage the fleet and all associated maintenance.
  • Manage the maintenance of the cooperative’s general facilities, including overseeing repairs.
  • Oversee accident investigation and near miss reporting.
  • Interact professionally with coworkers and members of the cooperative, maintaining a positive image for the cooperative.
  • Actively participate in cooperative committees, as assigned.
  • Perform other duties, as assigned.

Skills or Certifications:

  • Possess critical thinking skills and ability to make decisions and solve problems utilizing available resources.
  • Proficient use of technology devices including iPads, computers, and general office software such as Microsoft Office.
  • Ability to safely follow written procedures and/or locate resources required to troubleshoot or problem solve.
  • Ability to navigate the system territory, including locating substations and feeders.
  • Possess a thorough working knowledge of distribution system design, construction, operations, and maintenance specifications and standards.
  • Proficient with applicable codes, regulations, and standards (both national and local).
  • Competent with budgeting, forecasting, and engineering related information systems.
  • Experience with SCADA, Outage Management Systems (OMS), Milsoft, and Geographic Information Systems (GIS) mapping preferred.
  • Ability to effectively communicate with others, both orally and in writing.

Education and Experience:

  • High school diploma or GED
  • Bachelor’s degree from an accredited college or university with a major in electrical engineering is preferred.
  • Background as a Journeyman Line Worker is preferred.
  • Minimum of 8 years of increasingly responsible experience in electric utility system design, distribution automation systems, safety, construction, and operation is required, preferably with a consumer-owned or publicly held utility system.
  • Minimum of 3 years of supervisory experience.
     

Working Conditions and Physical Requirements:

  • Must pass pre-employment drug screening test and maintain drug free workplace.
  • Occasional work outside normal working hours may be required.
  • Occasional travel required.
  • Must be able to work independently with minimal supervision, managing time appropriately to ensure timely completion.
  • Must occasionally lift and/or move heavy packages or equipment.
  • Occasional work outdoors in all weather conditions.
  • Will be regularly required to sit at a desk and move around the office and job sites.
